The Procurement and Marketing Support – PMS Scheme is an initiative by the Ministry of Micro, Small and Medium Enterprises aimed at strengthening the marketing capabilities of Micro, Small, and Medium Enterprises (MSMEs). The scheme focuses on enhancing market access, promoting products, and enabling MSMEs to compete effectively in domestic and global markets.
What is the PMS Scheme?
The Procurement and Marketing Support (PMS) Scheme is a flagship initiative designed to enhance the marketability of products and services produced by MSMEs. It provides financial assistance and platform access to help small units compete with larger corporations.
The scheme’s primary goal is to encourage MSMEs to adopt modern marketing techniques, participate in trade fairs, and improve their presence on the Government e-Marketplace (GeM) and other digital platforms.
Objectives of PMS Scheme
The PMS Scheme is designed to:
- Improve market access for MSMEs
- Promote participation in domestic and international trade fairs
- Encourage adoption of modern marketing techniques
- Support vendor development and buyer-seller meets
- Enhance awareness about government procurement policies
Key Components of the PMS Scheme
The scheme is structured into several modules that address specific marketing challenges:
1. Participation in Trade Fairs and Exhibitions
This is the most popular component. The government provides subsidies for MSMEs to showcase their products at National and International exhibitions.
- Financial Support: Includes reimbursement for stall charges, travel (AC II tier/Economy airfare), and freight charges for transporting goods to the venue.
- Subsidy Limits: Generally up to 80% for general categories and 100% for SC/ST, women-owned, and NER (North Eastern Region) enterprises, often capped at ₹1.5 lakh per event.
2. Capacity Building and Modern Packaging
Packaging is often the “silent salesman.” The PMS scheme provides workshops and financial aid to help MSMEs adopt latest packaging technologies and international standards, making their products “export-ready.”
3. Adoption of Barcodes
To enter retail chains or global markets, barcodes are essential. The scheme provides an 80% subsidy on the one-time registration fee and annual recurring fees for the first three years of barcode adoption (via GS1 India).
4. E-Commerce and Digital Presence
Recognizing the digital shift, the scheme supports MSMEs in onboarding to e-commerce platforms. This includes financial assistance for:
- Listing products on the MSME Global Mart.
- Creating digital catalogs and professional product photography.
5. Vendor Development Programs (VDPs)
The scheme organizes State and National level VDPs to facilitate “Buyer-Seller Meets.” This connects MSMEs directly with Public Sector Undertakings (PSUs) and Government Departments to help them secure government contracts.
